A host of legislation exists in Congress that affects the banking and payments industries: this legislation may be on the floor for debate, in committee for markup, or out of Congressional Conference and ready for Senate vote. Understanding the currently proposed legislation can prepare you for next steps - Congressional contact, lobbying actions, enterprise preparedness, training, etc.

This two hour webinar walks participants through some of the notable legislation currently in Washington, as well as a few key dates in some recent bills signed into law.

This webinar will cover the following bills and laws:

For merchants who accept credit and debit cards, section 1075 of the "Restoring American Financial Stability Act" is a key piece of legislation that could wreak havoc in the industry, as well as section 1073 vaguely defines the term 'remittance' that could include almost any entity in the United States:

  • H. R. 4173 (Now Public Law 111-203): "The Dodd-Frank Act" Directs the Comptroller General to audit and report to Congress on all actions taken by the Board of Governors of the Federal Reserve System (Federal Reserve Board) and the Federal Reserve Banks during the current economic crisis pursuant to specified authority granted under the Federal Reserve Act. Establishes a Financial Services Oversight Council. Directs the Federal Reserve Board to impose stricter prudential standards on a financial holding company in certain circumstances

 We will also cover some relatively new laws and legislation that will affect bank, merchant, issuer, processor, investor:

  • H.R. 5043 - Private Student Loan Bankruptcy Fairness Act of 2010 - To amend bankruptcy code to modify the dischargeability of debts for certain educational payments and loans
  • H.R.4538 - Fair Access to Credit Scores Act of 2010
  • H.R.5297 - Small Business Jobs and Credit Act of 2010
